I used to consider a statement like this to be very damning, until I actually spent 2 years on a grand jury. Most people don't actually understand what the grand jury is and what its function is; they just hear it on cop shows and think it must be something seriously important. The grand jury was designed back in Merry Olde England to keep the King from just throwing someone in jail without due process. Its job is to determine if there's enough evidence to PROCEED with a trial. It does not determine guilt. The instructions are literally, "If you THINK a crime was PROBABLY committed, and the target PROBABLY committed it, then vote to indict." (You also don't need a unanimous jury, only a majority, so if the grand jury has 23 people on it then an indictment just means 12 of them thought there might be a crime committed.) Almost everything we got thrown at us, we voted to indict, except for one exception (a woman claiming rape when the circumstances pretty much showed it was consensual sex and she got pissed afterwards).
