By way of explanation, former Trump exec Barbara Res, who Trump hired to manage his construction projects long ago says he used this to berate an engineer in 1980-81, while first Trump Tower was under construction.
She says she witnessed it happening, but that Trump knew it was against code and would not happen. The purpose wasn't to actually remove the Braille, but to run a power play on the engineer by making a knowingly unreasonable demand.
Res was a vocal never-Trumper in the campaign, and brought this allegation up to supposedly reflect his history of making outlandish and impossible demands more to exert power than see them fulfilled in order to explain the behavior outlined in the anonymous NYT op-ed.
Who knows if it's true, accurate, complete or fair, but it's what she's saying as a former high-level employee who has made her current opposition known.

To be fair/accurate, this isn't a case of a biased 'journalist' scouring the back alleys of history for dirt.
Res herself wrote an op-ed responding to the NYT anonymous op-ed, ostensibly explaining Trump's 'style' with an example from from her personal recollection.
