Can someone smarter than me explain why Liberatore is not in the big league rotation?

You have to start Liberatore next week. Idk if it will be for Matz or Woodford but he's too good to be sitting in Memphis right now and they desperately need to switch something up in the rotation.

The man has a 2.14 ERA with a K/9 of 12.0 in Memphis.
