Adding what amounts to a mandatory, backdoor government “kill switch” to cars is not only a violation of our constitutional rights, but an affront to what is — or used to be — an essential element of our national character. Unless this regulatory mandate is not quickly removed or defanged by way of an appropriations rider preventing its implementation, the freedom of the open road that individual car ownership brought to the American Dream, will be but another vague memory of an era no longer to be enjoyed by future generations.

The maximum allotted timeline for this intoxication-detecting tech's installation in cars is effectively nine years; however, it's possible it could stretch on for longer. The text later on in this section of the bill alludes to this possibility, stating that if 10 years have passed and this mandate hasn't been implemented, the Secretary of Transportation is gonna have to explain why and provide some possible steps forward.
Slimy car manufacturer lawyers are going to tear this to shreds. It's a price increase the manufacturers don't want. The existing state-funded industries that install and regulate DUI-required appliances for convicted people are going to have a great deal of arguments for this, with a lot of money behind them. The tech for everything they're wanting to do doesn't even realistically exist yet for mass manufacture. They've already said it's not going to be a breathalyzer style blow system. Again, there are countless more reasons why this is realistically unfeasible. [Reply]
The proposal is still dependent on the DOT's recommendation on how to actually implement it. Which is going to be very different than BEP's dailycaller fear mongering claims.

The major traditional manufacturers are heading towards bankruptcy and will be begging for bailouts again. They're not going to be in a position to fight. [Reply]
