In the real world, it obviously doesn't mean that KC, the Bills or any other team are completely out of the running. We've all seen how FAs can turn on a dime. But the inference about the writer's opinion is there. It's open to interpretation: "...but his salary expectations are too high and they couldn’t offer him what he wants." I think the writer is just inferring that based on what happened during the period when Arizona was shopping for him (which Breer, etc had reported). I don’t think that necessarily speaks to the situation as it stands right now.
