Well yeah control issues are going to limit innings pitched as batters watch pitches go by that are out of the zone. But limiting runs while fighting control is all you can ask for on those days. Better than Danny Duffy or Luke Hochevar, when he was starting, having control issues and grooving balls down the middle of the plate.
