If you're going to tell a business then can only operate at half capacity, which I am cool with, you also need to help them with their bills and stuff until they can operate at 100%. Then if people still don't come in that's the breaks. But you can't intentionally handicap a business then tell them tough shit.

Mayor Lucas: Businesses must maintain contact tracing data on all customers for 30 days, to ensure that if an outbreak occurs they can identify the people who visited. Public Health will be the only agency that has access to that data.

That'll be a mess...

Can't we just have businesses take blood samples from all customers? Seems like it would be easier.

And this is why I'm hesitant to pay up TLO.

This plan will have less than adequate 'compliance' as I highly doubt any business in the city has the capability to reliably store that data. And what happens to anyone who provides false information?

So is Q going to shut down the businesses that don't?

That being said I don’t believe the US will benefit from this until India and the UK have been inoculated. I’m just speculating, but if this proves to be the way to go hopefully BG has one of his 7 industrial sized vaccine factories already pumping out doses as well. (Not even sure they’re built yet tbh) Hate to have the remedy ready to go and people die because we waited to produce it. Cost/benefit analysis on things like this are fascinating.
