I think because the defender was falling and didn't intentionally hit low, he also got the ankles rather than the knees.

The reality is the refs are the law and the rules come second.

In the end it's gonna be Packers-Bucs again, and the Chiefs-Bills again in a defacto ACFCG tomorrow. Those are (still) the 4 teams with the best QBs, coaching and talent across the roster.
