Their 4 cases had no travel history. So they got it thru community spread. Which kinda shows that they didn't really have it stopped to begin with no?

For as long as it takes to drive new cases and other metrics down for a 10 to 14 day period. Then, you get to have phased re-opening.

I'm pretty sure that Hawaii has said no large gatherings since the beginning. People chose not to comply. That's not a messaging issue.

Auckland is home to their international airport. I'll bet that they had another import and these people got infected by that person(s).
