I'd go out on a limb to assume it's highly lucrative for those involved and the city officials who so badly want new stadiums, but not so much for the city or residents.

If this doesn't pass, the residents of KC are really going to regret it. As someone who experienced the devastating loss of the Chargers who moved out of SD, it really damaged the city's economy as a whole and ruined their fanbase. SD fans hate LA and they will never root for an LA based sports team. The loss of fanbase within the state of Misouri cannot be understated.
