Why do you say that? Veach started with $177 last year and turned in quite the offseason.

According to Veach, if the cap lands between 180-190M, we'll be in good shape to operate.

Davis is the WR I like best from that group. Though Samuel does have the ability to separate against 1x1 coverage and is good over the middle.
This, I would target Williams with everything I had over any of those players listed.
