Not really confusing at all.

He was a full participant at practice but the rules state that he can't be listed as FP because he's in the official concussion protocol. It's a technicality.

I don't know what it would be a troll for. Bills literally won't spend a single second preparing for Henne regardless.

Again, the listed him as a full participant but according to NFL rules, they're not allowed to do that.

That's why they walked it back. Not because they're playing games.
