Dov should definitely contact the authorities ASAP with his evidence so that justice can be served. Apparently, the Police and other investigators are having a hard time proving much of anything.

I've heard that before and was completely shocked.

Evidently Cleveland's rep as a shithole is largely undeserved at this point. I was always gonna make a stop there at some point because I intend to catch an MLB game at every park (closing in on the halfway point), but now I'm actually kinda excited about the idea.
