No.
Moore wouldn’t offer contracts of that size without prior approval.
Maybe he asked Glass if he would approve that contract, but as far as formally offering it, no way.
Most I can believe is that Moore floated that deal to Boras, I.e. “would 7/133 get this done for Eric?”
