The year before that, they only kept three, and then got fucked up when Harris went down. They played Anthony Sherman at TE for part of 2015, for chrissakes.
I think the Chiefs like having the 4th option at TE, so that if a backup goes down, they don't have to get creative.
But -- it'll probably be based on who shows the best. If the 6th and 7th best WR plays better than the 4th TE, then that's what they'll do.
