I think he was talking about the city, not the track layout. It's just a great time of the year for the crews and fans to visit.

The track is right next to a bunch of restaurants bars/clubs. Your on the water. 10-15 minutes from several of the top beaches in the USA. The weather is usually mid-70's in early March. The cities residents, even non-race fans have embraced the race.
