This is what happened on Sunday in Cleveland. Unbelievably, considering the history of such offenses.
What happened next included Bengals executives getting involved, then NFL security and eventually the video being confiscated and turned over to the league, which is currently reviewing the matter. And depending on who you talk to, there are differing accounts of what happened that could be significant in determining intent.
According to sources who have viewed the tape, it shows about eight minutes of footage focusing on recording the Bengals’ sideline. It’s a direct view of the sideline as players run on and off the field and coaches make signals for plays.
This isn’t an over-the-shoulder of the advanced scout who is doing his job stuff. This is shooting the sideline. For an extended period of time. The egregious nature of the video is why it set off the firestorm it did during the game with the Bengals executives in the press box.

It's possible that Kraft/Belichick are just addicted to cheating. That they truly just can't help themselves.
Not that that's any kind of excuse, but it's just hard to believe that the Patriots organization would allow anything even remotely close to this to ever happen given their past.
