Plus we reset the G market with Thuney, and Sammy Watkins was the top WR when we signed him. And Frank Clark was technically not a free agent signing, but I think it counts for the purposes this discussion.

There will be plenty of tier 2 or 3 guys that will end up with a contract from Veach, we just gotta wait and see what the market will give us.
