He has. But be does need to get better at turning his head around. The times that he does get beat, he is almost always in position and could have made a play if he had just turned his head. I think that he could be truly elite if he can get that down.

My guess was a play he was covering Waller and didn't turn and locate the ball when Carr floated it up there... it was one of those plays where you see it and you wait and wait and wait for the CB to turn and make a play on the ball but he never did.

If he's beat, he most likely won't turn to look. DB's are typically coached to not look for the ball until his hips are at least 'in phase' with the receivers (running in stride with him). If he is a step or more behind, he is most likely waiting for the receiver to put his hands out then punch at them.
