Looking through the NFL official rule book (below quoted information) was all I could find.

Whatever Tommy "Pete" Townsend had in his hand was not large enough to be a tee.

He might have been picking a small piece of turf to send to Canton. The Hall of Fame likes stuff like "here's a piece of the turf near where Harrison Butker kicked three straight 50+ yard field goals in overtime".

But yeah, if it's anything at all I bet it's a spot marker of some sort. I've never heard that such a thing is illegal.
