Looks like they used the only shot they had. If you look at the top one, you can see that the crowd isn't very close to the reporter. Unless they are midget protestors...

The point, if you need it spelled out, is that the 'crowd' is exceedingly small, but the reporter framed the shot so that those few assembled filled every inch of the frame, lending the appearance that he was merely at a random spot in relation to a much larger affair.

If it helps, imagine this was the 'set' for Dick Clark's rockin' eve, and the DJs were framing the tiny group as a packed Time's Square.
