NBA basketball wasn't meant to be played in July, August and September because it competes with the start of NFL training camps, NFL pre-season, the College Season and of course, Major League Baseball.
There are no metric in which to compare NBA ratings in August and September, so saying that they're "down" is meaningless.

(Just a guess...) they may postpone today's games until tomorrow and move it all back a day. There is a meeting scheduled tonight.

Half of those things aren't happening. And MLB starts in April in normal years.
