I've seen the officials go under the hood for a lot, lot less than that.
You can make the argument he was out of bounds when he actually had possession of the ball.

Nah. He was inbounds. I think the only real question was whether the ball touched the ground before he secured it. Pretty sure that's why none of the refs wanted to call it a TD initially.
