Now that I think about it, most places in Branson still had capacity/seating limits too. But that wouldn't prevent you from having a parade, I guess.

I don't think they can stop it in all honesty. You can close the grounds to Union Station and Liberty Memorial but you would probably want to stop traffic in downtown KC as the streets would likely be filled with individuals.
