Carl was bitten and had nothing to lose standing up to Negan and telling him to shoot. Basically Carl called Negan's bluff because Carl knew that no matter what he was going to die soon.

Still though, the show runners have something more planned for Carl. Gimple was hinting at it during The Talking Dead. That intrigues me. Is Carl going to go all Sasha on Negan?
