Wrong, only if a team traded for Bell would they be responsible for the remainder of his contract.

The second paragraph on the article states (I bolded the part that's very important):

So far, Bell earned just over $28 million of that contract. That total represents nearly two-thirds of Bell's career earnings after making just over $16 million during his time with the Steelers.
Since he a vested veteran, he never was on the wavier wire. Bell is a free-agent and the Jets is on the hook for that contract.

Since he's coming to KC, and since it's established he is here for one year (don't know the actual numbers, but let's say he's signing for $1 million), whatever the Jets owe ($6 million I believe) will be down to say $5 million, while the Chiefs are only paying him $1 million to offset the difference.

And this does not impact the Chiefs salary cap in the future.
