No its not, the rules are very clear, you have to throw a punch or do something of that nature. By your ridiculous standard they would be suspending people all the time.
Rudolph was kicking and thrashing because Garrett was laying on top of him not getting up and it appears if you look close his hand was caught in his facemask. [Reply]

I think it's become easier and frankly better for the NFL to say someone is suspended indefinitely when they know it's bad and they want time to make a final determination as to what the ultimate punishment is.
