The guy screwed up bad and I'm not making excuses for him but how would the prosecution know what his BAC was 30 minutes before the accident? Why would they allege that unless he actually tested below the legal limit later?

correction: The BAC of .113 was revealed through medical records roughly two hours after the crash, according to the probable cause statement.

It's not an assumption. There is a science to calculating BAC. Toxicologists, if they are provided with the relevant facts such as what food the person ate when the person drank and how much, what their BAC was at the time of testing, and other facts, can do a calculation to backtrack what the person's BAC was at the time of driving. In court, the toxicologist would testify as an expert that in his/her expert calculation, the BAC was in a range at the time of driving. This calculation won't be an exact BAC but the toxicologist can give a range.
