I agree he is probably upset a charge can’t be made. But it’s still a lie or at least an honest omittance to say or suggest nothing can be done about it whether by him or you. If you are simply paraphrasing admit you made him sound worst than it is and move on or if he said that provide the full quote because if he did say that without proper context (happy child is safe due to their efforts, etc) that is not a good look as it makes it sound too personal for him because things are being done. “Not be able to do anything about it” is just not true in the general sense because they are actually able to and are doing quite a lot to help the child which is what matters most.
