Deaths on the other hand (at least in developed countries) would have closer numbers associated with it. (I still understand it might be flawed but I think to a lesser degree)

they changed their testing philosophy and it is not consistent across the world .
That is why the numbers are all over the place.

NY is currently testing only hospitalized patients or patients where the treatments would change. So NY will get higher rate of hospitalized/deaths but the number overall of positives may go down.

Germany is testing more people so their amount is going up but with lower rate of mortality/hospitalized.
