Because the Canadian federal government shut down their request to play in Toronto last weekend after weeks of seemingly giving indication they would be approved. Even the premier of the province said approval would be forthcoming shortly before the feds declined (likely because declining was the politically popular thing to do).
PA's governor shut them down as well in Pittsburgh (no political upside to approval and only downside), which left them with only Buffalo left. [Reply]

The cheap corporate owner likely also didn't want to pay the money needed to renovate the park to make it close to playable (it needs major lighting upgrades to get up to MLB broadcast standards, the field needs significant work to make it playable, and the clubhouses have no space for social distancing among other issues).
