I don't think they're going that way with Buck. The post-credits in BP indicates that he's going to evolve into White Wolf. My money is on Sam Wilson taking over for Captain America - there were reports that Marvel was debating it between Sam and Buck a while back, and the post-credits to BP seems to show that they've made up their mind.
Spoiler!
I think it's already been confirmed... Several websites have said this is confirmation anyway...
Mantis and Winter Soldier
Sebastian Stan's rehabilitated assassin now goes by White Wolf. It's intriguing to see a man whose memories were scrambled, wiped, and rebuilt paired with Pom Klementieff's alien mind-reader.
Random shot calling: bet that’s Banner getting swamped in the Hulkbuster armor in Wakanda. When shit goes left he’ll Hulk out of it and go on a rampage.

The only problem I have with Falcon becoming Captain America is that Falcon is just a man, Bucky has the super soldier in him, he can take a punch from someone and get back up. If Falcon takes a punch from the majority of comic book characters, he's not getting back up. The whole White Wolf thing is just for one, maybe one and a half movies. Also you have to remember that Tony still has Cap's old shield. After Cap dies, he could be the one to hand the shield over to Bucky, given everything they've been through,
and say he would want you to carry on for him.

That would be epic.
I've always thought that too since they showed it because you never see Tony in Wakanda, you see him in space, or wherever, with The Guardians, Dr. Strange and Spiderman. It seems like they're going to split everyone off in this movie, from Thor and Groot rebuilding his hammer, to Cap and Co protecting Wakanda, to Ironman and Co taking the fight to Thanos in space or wherever the hell they are. The GOTG movies are among my favorites of the Marvel films and I have been super exited waiting for that dysfunctional bunch to mix it up with the Avengers. That scene is right in line with what I've envisioned. This needs to hurry up and get here. [Reply]

Cap’s had some insane power creep over the span of these movies. Probably moreso than any other MCU hero. Thor’s the only one who gives him a run after his Ragnarok boost. [Reply]

Thanos might be reaching for someone knocked down and out of the fight and Cap intervenes. Might explain the confused/amused look on Thanos' face..... [Reply]
