According to media: When Diaz said he couldn't make 155, the UFC suggested 160 catchweight. Diaz countered saying lets make it 165. When the UFC asked Conor, he basically said screw it, lets do welterweight.

UFC thought it was a done deal at 165, it was completely Conor's idea to make it 170.

I think this is a bad match up for Conner. Diaz is a damn good boxer and should have a huge size and reach advantage

According to Dana, Nate Diaz also signed a contract extension as part of taking the fight. He now has 5 fights left on his deal, no clue about the money.

He's 5'9". His ideal division is probably lightweight, but WW isn't a crazy stretch. He's not a big WW.
