If they suspend him, and I suspect they'll attempt to do just that, I think an appeal will be really strong. For one, he's not named in the report. For two, not even charges. It isn't like he was charged and then pled down or was found not guilty. [Reply]

He just said a crime was committed but they can't prove it "beyond a reasonable doubt". Basically, they're declining to charge him because they think they can't win, not because they don't think he did it.
This isn't over by any stretch.
