I don't think there's much of an assumption. Flu season is over, people are dying in huge numbers from a respiratory virus, it's being reported by county and state health departments as COVID, and the death rate is far above the national average even when accounting for the death totals from those county and state health departments.

I’ll be curious to see the actual rate above the national average if they can break it down more than just total, ie age groups etc

The unrest in CA continues....yesterday a northern county said they were moving ahead regardless of Newsom...now Newport Beach and Huntington Beach are getting into the fray

That number is pretty misleading. When a 95 year old person dies, they still have to list a cause of death when we used to just refer to it of dying of old age.

Nobody dies from old age , pretty sure my wife has ever put "old age" on a death certificate.
